Tenant Eligibility is based on the following criteria.
- Income: Applicants must have a countable income at or below 60% of the area median income, as defined by HUD HOME Income Limits. All adult household members' incomes are considered, and once certified, income does not need to be recertified within 18 months, leading to permanent housing placement. See More >
- Housing Status: The applicants' housing status at the time they took the course is considered if they were either Literally Homeless or Unstably Housed. See More >
- Barriers: Tenants must face additional barriers to housing stability, such as poor credit, lack of rental history, criminal history, past ward status, or eviction history. Being homeless or having low income alone are not considered barriers. See More >
- Completion of a Tenant Readiness Education: Completion of a Rent Well© Tenant Readiness Education course is required before a landlord can sign the Provider/Landlord Agreement or register for the guarantee. See More >
- Residence Location: Eligible residences must be located in Oregon. See More >
